In recent years, the growing frequency of extreme climate events has begun to produce increasingly visible effects not only on the environment, but also on ecosystems and everyday life. Prolonged droughts, intense rainfall, and heatwaves are becoming more common, affecting a wide range of sectors and raising concrete questions about the consequences of ongoing climate change.
Within this context, the thesis project developed by Francesco Ferruzzi in collaboration with the University of Padua—“Under (Climate) Pressure: Assessing the Socioeconomic Impacts of Extreme Events Using E3CI Panel Data”
The ai is to examine how extreme climate events influence socioeconomic dynamics across Europe, using data from the European Extreme Events Climate Index (E3CI).
Extreme Events and Human Development in Europe: E3CI as a Use Case
The research investigates how extreme weather events affect various aspects of daily life, including human development, through two annual indicators:
- The E3CI Index, used to analyze the evolution of extreme events in Europe over time in terms of frequency and intensity.
- The Human Development Index (HDI), a composite indicator measuring life expectancy, education, and per capita income. The analysis covers 39 European countries over the period 1990–2019.
The study highlights, through E3CI data, a non-uniform distribution of extreme events:certain phenomena have a stronger impact on specific regions, while others—such as extreme maximum temperatures—are more widespread across the continent. Components such as temperature and precipitation also display a clear upward trend over time, confirming a process of intensification of climate extremes.
On the socioeconomic side, however, the picture is more nuanced. In Europe, HDI levels are generally high and stable, making it difficult to identify direct relationships with extreme events. Notably, while HDI shows a steady upward trend over time, it does not exhibit abrupt fluctuations, unlike extreme events, which are highly variable. That said, short-term effects do emerge: higher temperatures and intense precipitation are associated with slight slowdowns in HDI growth, suggesting that climate extremes may act as stress factors on development pathways.
Overall, the findings convey a twofold message. At the European level and on an annual basis, extreme events do not appear to directly determine human development levels. In the short term, however, emerging effects warrant further investigation—particularly through more granular, higher-frequency analyses. It is also important to recognize that human development depends on a wide range of economic, institutional, and demographic factors, with climate representing just one component of this complex system.
The Role and Value of the E3CI Index
The research underscores the value of the E3CI index as an analytical tool. Beyond tracking the evolution of extreme events, it proves useful in exploring the links between climate dynamics and tangible societal outcomes This work provides a concrete example of how structured climate data can support the development of quantitative foundations for informed and forward-looking decisions on adaptation and mitigation.
The E3CI thus emerges not only as a monitoring instrument, but also as a valuable interpretative framework for understanding the interactions between climate and society.
